Mystery Spec

I once visited a utility where in the morning the fuels department said.

"I see many advantages to the coal, its just that the plant has these specs, and I can't go out side them."

Then in the afternoon at the plant we heard.

"I wish we could try this coal, it looks great, its just that the fuels department has these specs, and we can't go outside of them."

Results of our efforts that day, over 7,000,000 tons of coal burned to date of the "mystery spec coal".
